Vindsvalr's Windstorm is a Heavy Runic Attack for the Draupnir Spear, which can be activated by pressing 
+ 
together. When activated, Kratos will send out a group of small cyclones that chase after and damage enemies over a wide area. Upgrades create extra cyclones, expand their travel arcs and extend their presence on the battlefield.

Vindsvalr's Windstorm is dropped by a Flame Phantom on the Burning Cliffs of Muspelheim. Kratos comes here with Atreus, during "The Summoning," the 16th main quest.
