I am sure that these Judges will become the Three Wise Men that is foretold in the previous game. At some point players will get a trophy called "Three Wise Men" after the Judges are destroyed by the Chain of Balance.
So far, no follow up to God of War III has been announced, so future references are all considered fiction, not fact.
